Garner Fire Chief Matt Poole
Chief Matthew Poole has been with the Garner Fire-Rescue for thirty years and has been the chief of the department for the last 15. He holds an associate degree in fire science from Wilson Technical Community College and a bachelor’s in business leadership and management from William Peace University. In 2020 he was recognized as William Peace Universities Alumni of the year. He is a past president of the Wake County Association of Fire Chiefs, past president of the Rotary Club of Garner, and served two terms on the IAFC Program Planning Committee.
Lecture Description: Followership and Group Dynamics
The word "followership" in previous seasons of the fire service was perceived as derogatory in nature. We were taught that being a follower was a weak characteristic. In reality, being a follower, and especially a good follower, will certainly develop people to be a good leader. This course will explain followership and how it correlates to leadership as someone’s career develops. It will provide any rank, tips and strategies to increase followership in their organization and to explain characteristics of good followers and also ones that have a negative impact on fire service culture. We are in a season of change in the fire service. New groups are being developed in our departments daily. We will discuss Tuckman's Theory of Group Dynamics and how it directly relates to fire service supervision.

Fire Chief (Ret.) Cecil V. “Buddy” Martinette Jr.
Cecil V. “Buddy” Martinette Jr. owns PB/T Consulting, is a former Chief Executive Officer, and is a founding member of Spec Rescue International, a specialized rescue training and consultation company headquartered in Virginia Beach, Virginia. Before this position, Buddy served in the public sector as Chief of the Wilmington Fire Department in Wilmington, North Carolina (retired); Assistant County Administrator in Hanover County, Virginia; and Chief of the Lynchburg Fire and EMS Department in Lynchburg, Virginia. Buddy has written numerous articles for the fire service and frequently lectures on organizational leadership and specialized rescue operations to public safety, military, industrial, and law enforcement organizations. Buddy is the author of the first, second, and third editions of the Jones & Bartlett book Trench Rescue: Principles and Practice to NFPA 1006 and 1670 and Fire Engineering Books Creating and Leading High-Performance Organizations. He was also awarded a design patent for his nut, bolt, and drill bit sizing tool called “Sizing Buddy.”
Buddy has a Bachelor of Science in fire administration from Hampton University and a master’s in public administration from Troy State University. In addition, he is a graduate of the National Fire Academy Executive Fire Officer Program, where he received the Outstanding Research Award in leadership. He has also received the designation of Chief Fire Officer by the Commission on Chief Fire Officer Designation.
Lecture Description: High-Performance Leadership
Being a successful leader at any level of the fire service is very complex. It also takes someone with an extraordinary and consistently applied skill set. The leaders who prove unfailingly successful are born different; they continually identify and refine their leadership styles based on the requirements of the people who work for them and the organization they lead. Based on the book Creating and Leading High-Performance Organizations, this seminar will introduce students to fundamental life strategies that will help them excel as a fire service leader when they become patterned behaviors over time. Topics include The Big Picture, Current Reality, Where You Fit, Influence, Being Intentional, You’re in Command, Personal Growth, Values, Traits, Behaviors, Creating Possibilities, Leadership Planning, Patterned Behaviors, and Do This Everyone Wins! Spend the session with one of the fire services' most dynamic and thought provoking authors and instructors to learn cutting-edge concepts transforming organizations into the "new public service model" of today’s modern fire service.
